Problems of the AIC and ways to improve agrarian policy of Kazakhstan in conditions of integration

Abstract

The article deals with the peculiarities of agrarian policy in various developed countries (USA, Japan, Australia, New Zealand) and on their background problems are revealed that indicate the low level of competitiveness of agricultural products in the domestic market of Kazakhstan: underdeveloped infrastructure of the agroindustrial complex, small-scale agricultural production, depreciation of fixed assets, inefficient use of land resources, poor productivity of the livestock sector, and others. The volumes of production of some types of agricultural products are compared with other developed countries. The forms of implementing the policy of state regulation of the agro-industrial development complex in Kazakhstan are considered. Key innovative methods of state support for agriculture of the Republic of Kazakhstan in government programs for the development of the agroindustrial complex are presented, in particular, in the Program for the Development of the Agro-Industrial Complex in the Republic of Kazakhstan for 2013-2020 “Agrobusiness 2020”. The necessity of revising the priorities of the agrarian policy by bringing it into the line with the worldwide practice , where the key principles will be to ensure equal competitive conditions for all subjects of agricultural production, observing the principles of fairness and equal access to government support measures. The necessity of rethinking the role of peasant (farm) economies and creating the conditions for their formation and progressive development is indicated.
