Combating waste as one of the directions for the development of the “green economy”

Abstract

This article analyzes the current state policy on combating solid and domestic waste in the framework of the implementation of the principles of the “green economy”. The authors believe that this direction has great prospects for the development of the economy of Kazakhstan. At the same time, it is stressed that effective implementation of the state program in this area requires serious legal support. The purpose of this work is to reveal the role and importance of the principles of the “green economy”, indirectly through the problem of environmental pollution in the life of modern society. When writing the work, both general theoretical and specifically scientific methods of cognition were applied, namely dialectical, comparative legal, historical, formally dogmatic (specifically, legal), specific legal and logical. The scientific and practical significance of the study lies in the results and conclusions. Increased scientific interest in the problem of recycling and recycling of garbage is justified by its growth per capita and the inability of a number of states to independently solve this problem. This study emphasizes that the legal regulation of the fight against environmental pollution should correctly reflect the state policy in this direction. It has been revealed and justified that the environmental legislation of Kazakhstan has taken a new direction towards the direct implementation of the principles of the green economy. The article analyzes the domestic program for the modernization of the solid domestic waste management system for the years 2014-2050. At the same time, the author identifies the main problems that have not been adequately reflected in this document. The practical significance of the article is the possibility of using the results obtained to improve environmental legislation and the Program for the Modernization of the Solid Waste Management System for 2014-2050.
