ACTUAL ISSUES OF FORMATION OF ANTI-LUDOMANIA LEGISLATION IN THE REPUBLIC OF KAZAKHSTAN

Abstract

The purpose of the proposed study is to conduct a legal expert analysis of cases of ludomania in the Republic of Kazakhstan, to conduct a scientific study of the causes of ludomania, to conduct a study of the legislative acts of the Republic of Kazakhstan and some foreign states against ludomania and to draw legal scientific conclusions on the formation of anti-ludomania legislation in the Republic of Kazakhstan.

Recently, in connection with the occurrence of ludomania, a negative phenomenon for society, the number of which is increasing and negatively affects human behavior, there is an increasing need for a scientific study of this problem in science. Developed states have been pursuing state policies in a variety of ways, depending on the specifics of their state-building and legal systems. In the conditions of the Republic of Kazakhstan, the legislative policy against ludomania should have its own special character. Since legislation is the most effective means of influencing public relations, the normalization of legislative regulation from a scientific point of view is an urgent problem.Therefore, the authors propose to first study the formation of anti-ludomania legislation from a legal scientific point of view.

In the research work, the methods of scientific research of law were widely used. In the discussion part of the article, logical methods in particular, if the methods of induction, deduction and analogy are used. Comparative legal methods were used to identify gaps and shortcomings in the legislation.
