Organization of activities of the attorney service in the United States
Abstract
The article attempts to comprehensively analyze the organization and operational features of the Office of the United States Attorneys. Particularly, the author pays special attention to issues such as: the history of the attorneys authorities development in the USA; the structure and functions of attorneys’ office; the procedure for appointment of attorneys and their functions; outsourcing of the attorney jobs. As a result of analysis were particularly marked conceptual differences between models of attorney services in the USA and Kazakhstan. The main differences are reduced to the fact that, historically, the attorney’s office in the United States did not have a special status in the system of state bodies and the attorney’s office at the present stage is a part of the US Department of Justice. At the same time, the attorney’s office competence is limited to the sphere of criminal proceedings and matters related to the representation of state interests, as well as ensuring the replenishment of budget revenues. Of particular interest is the possibility to perform the functions assigned to the attorney’s office by bringing on a contractual basis outsourcing.
