To legislative organizational and legal measures to ensure theRules of Mandela

Abstract

The article discussesthe implementationof the Rules ofMandelainto national legislation.The rules of Nelson Mandela are universally accepted minimum standards in custody and they fix generally applicable rules and the basic principles on which its necessary to orient the legislator in improving penal enforcement policy.The authorproposes the necessarylegislative initiativesin this area.Omissions of organizational and legal measures were detailed, reparation of which will allow to improve the results of reducing the prison population.
