ARTIFICIAL INTELLIGENCE AND BLOCKCHAIN IN THE LEGAL SYSTEM: ON THE ISSUE OF IMPROVING LEGAL NORMS

In the current context of digital transformation, research into the legal regulation of artificial intelligence and blockchain technologies is becoming increasingly relevant. The aim of this paper is to analyze the current legislation of the Republic of Kazakhstan in these areas, identify its gaps and contradictions, and formulate proposals for improving legal norms. The article discusses key areas of regulation, including personal data protection, the civil law status of smart contracts, and the functioning of digital assets. The scientific significance of the study lies in its comprehensive approach to the study of two interrelated technologies and their legal risks. The practical significance is manifested in the development of specific proposals aimed at forming a comprehensive regulatory framework. The research methodology is based on an analysis of the current laws of the Republic of Kazakhstan, subordinate legislation, and materials from the Astana International Financial Center, as well as a comparison with foreign practice. The main results show the need to adopt a special law on artificial intelligence, update legislation on personal data, and recognize the legal force of smart contracts.
