The organized crime as a threat to the state sustainable development: problem setting

Abstract

This article describes the features of the organized crime, the causes of the emergence and its dissemination as well as the theory of the organizationwhich are being studied. In the paperare shownsuchfeatures as the complex structure;some certain rulesof work; selection issues; preparation and placement of the personnel; strict labor discipline; security activities; the pursuit to high returns (benefits); manuals on leadership for organized crime.
The organized crime in Kazakhstan is recognized officially. The article defines three types of the organized crimewhich are active on the territory of Kazakhstan. The first is the classic type where the main participants are the representatives of criminal environment who serve as civil servants performing the supporting role.The second type is parity where criminals and civil servants act on a relatively equal footing. The third type includes the representatives of state authoritywho accomplishthe main role in the criminal activity. Besides, the recommendations aimed at improving the existing legislationwere worked out.
