Conceptual and legal framework of migration policy of the Republic of Kazakhstan

Abstract

The article analyzes the process of forming a conceptual and legal framework for the state to regulate migration relations. In modern conditions before the state has an important task of formation and implementation of a balanced system of measures to manage migration processes. The migration policy of the Republic of Kazakhstan is aimed at perfection existing and development of qualitatively new mechanisms of migration management in the country, reducing the negative effects of migration flows in the framework of the preservation and development of national identity and security.
Main trends shaping the modern legal mechanism regulating migration processes due to the need of legal regulation of the migration of new relationships which have arisen in connection with the qualitative change in the migration processes, the emergence of new categories of migrants, protection of national interests, needs unification of migration legislation.
