Threats to water security in Kazakhstan: legal aspects

Abstract

The need for a scientific study of the problems of ensuring water security is associated with a number of factors: the formation of an explanatory apparatus of water security, adequate market relations; transition to a new approach to water resources management, covering imperative, dispositive properties, means of economic descriptions, different from the opposite to the command-administrative methods of social phenomena; discrepancy, inconsistency of the current water legislation of the Republic of Kazakhstan.
The article discusses threats to water security and the legal mechanisms for ensuring water security in the Republic of Kazakhstan.
The methodological basis of the article consists of a comparative legal method, formal-logical, system-structural analysis, scientific abstraction, unity of objective and subjective in the process of development of legal processes, expert assessment, analysis of documents and materials.
The article reveals the main water problems of the Republic of Kazakhstan, internal and external factors.
