Professionalism of the customer in the field of public procurement

Abstract

Public procurement is one of the important regulators of the state economy. Today they play an important role in solving social and economic problems, developing small and medium-sized businesses, and playing a significant role in the development of even the most remote regions of the country. In this regard, the implementation of these tasks is possible only with professional and rational management of budgetary funds. In this regard, the author suggests ways of solving this problem. The article has scientific value, as it covers the current and little-studied topic of public procurement in the Republic of Kazakhstan, allows us to comprehend the effectiveness and prospects of its development. The purpose and ideas of the study: analyze the state of offenses committed in the field of public procurement, identify the causes and conditions for committing offenses, study international experience, suggest ways to improve the public procurement system. A brief description of the scientific and practical significance of the work: the scientific and practical significance of the work lies in the fact that the public procurement system needs to introduce the principle of professionalism, to develop a higher state educational standard and to constantly improve the qualifications of customers. Brief description of the research methodology: The methodological basis was formed by general scientific methods and the comparative legal method. Main results and analysis, conclusions of the research work: The author revealed that the current Law “On Public Procurement” establishes general qualification requirements for officials. For the efficient functioning of the public procurement system, the author proposes to add to the Law of the Republic of Kazakhstan “On Public Procurements” the principle of professionalism, establish specific qualification requirements for officials, and use the US experience in training specialists in the analyzed area (to develop a state standard of higher education ). The value of the research: it is of interest to public authorities, customers of public procurement, students, undergraduates and doctoral students. The practical significance of the results of the work: the theoretical results obtained will contribute to the improvement of law enforcement practice, as well as the organization of effective management of public procurement in the Republic of Kazakhstan.
