Abstract

The concept of “threat” is one of the key in the theory of national security. Knowledge of treats is the basis for the development and implementation of response measures to various negative processes and factors, determining the function and organizational structure of the relevant state bodies. In the scientific literature, the research study of treats to national security is carried out mainly in the framework of certain areas of public relations. As a result, the problem of forming a holistic view of this category arises, taking into account its systemic nature. The article analyzes various approaches to understanding the essential properties of the threats to national security. The result of the study is a model of threat of national security. It is concluded that the state of protection of national interests is determined depending on the degree of the influence of the expected consequences (possible damage) and the likelihood of their occurrence on the goals of state building. With this in mind, the study is divided into two parts. The first identifies and justifies the structural elements of the threat to national security. The second systematizes approaches to the classification of threats. The construction of any model of an object is based on its concept. In turn, for the study of the concept of “threat to national security” there is a need to determine what the term “concept” is, according to what rules it is formed.
