ASSESSMENT OF CYBERSECURITY IN KAZAKHSTAN, IMPLEMENTATION OF ARTIFICIAL INTELLIGENCE AND LEGAL PROTECTION

Abstract

This paper examines modern approaches to ensuring cybersecurity in the Republic of Kazakhstan in the context of digitalization and the active implementation of artificial intelligence technologies. The current legal framework is analyzed, including the Law of the Republic of Kazakhstan “On Artificial Intelligence” and the emerging system of digital legislation. Special attention is paid to issues of law enforcement, insufficient training of specialists, as well as risks associated with the use of AI, including the automation of cyberattacks and threats to personal data. The study explores the impact of digital technologies on the protection of citizens’ rights in the online environment and identifies key vulnerabilities in this area. The paper substantiates the need to improve legislation, enhance digital literacy of the population, and transition to a preventive model of cybersecurity.

The purpose of the study is to conduct a comprehensive analysis of the legal regulation of cybersecurity in the Republic of Kazakhstan in the context of digitalization and the implementation of artificial intelligence technologies, as well as to identify existing problems in law enforcement practice and to develop proposals for improving legislation and mechanisms for protecting citizens’ rights in the digital environment.
