The morality basis of the operational-search activity, the relationship to the principles respect and compliance rights and freedom of the human and citizen.

Abstract

The operational-search activity and its results cannot be “antihuman”, but it is must be only “human”, as intended to protect the higher interests of human and citizen. The morality value OSA conditioned morality value targets, tools and practical results. The targets and problems of the OSA in the sphere of law enforcement and ensuring the legality have been higher morality content. The constitutional principle of the respect and compliance rights and freedom of the human and citizen is a central, is compliance norms of the Constitution of RK, which recognized international standards of human rights.
